Comfortable with the status-quo, the overwhelming majority of cities started late or submitted awful housing elements that didn’t abide by fair housing laws and HCD’s rules despite knowing the deadline several years in advance! Urban planners hired by these local city governments didn’t even seem to know what they were doing. Once they submit plans that abide by federal and state fair housing laws, their zoning authority will be returned
