Two men were charged Saturday after they cut through a fence at a Dominion Energy property in Loudoun County that includes a substation, authorities said. The men in the Loudoun case were charged with possession of burglary tools, attempted larceny, trespassing, destruction of property and conspiracy to commit larceny. Bowman said Virginia State Police and a Fairfax County police helicopter assisted in the search for the men
