Nearly a year after an off-duty cop was captured on video kneeling on the neck of a 12-year-old girl at a Wisconsin middle school, her family filed a lawsuit alleging he violated her constitutional rights. The suit said that the incident violated Jane Doe’s constitutional rights and was “a foreseeable and likely consequence of hiring Guetschow and in failing to train” him in “interacting with children in a school setting.
