KMBC 9 Investigates has been looking into the living conditions of the property owner, along with several dogs chained to debris and rubbish, since August.It is unclear when viewing from a public road or the trail if the dogs have access to food or water.Sheriff Weber activated the Disaster Emergency Response Team and the Criminal Apprehension Units to assist in the operation.KMBC has documented the dogs' conditions, along with the condition of the property without running water, electricity service or sewage treatment along South Roush Road near the Intersection of East State Route P.The property owner has lived this way for years.Cass County resident Michelle Brinkoetter has remained a vocal advocate to get help, not only for the dogs, but for the property owner."
